【摘要】：1986年至今的30年普法活動(dòng)在遵循"因時(shí)而變、隨事而制"的總體原則下沿著漸進(jìn)、層遞的路徑逐漸深入并成為常態(tài),但仍存在普法之"體"不足和普法之"道"乏力的困境。普法之"體"不足表現(xiàn)為,民主立法不足致使所普之法缺乏民意基礎(chǔ),司法不公對(duì)普法的致命消解以及執(zhí)法者不守法嚴(yán)重?cái)姆尚蜗蟆Ｆ辗ㄖ?道"乏力體現(xiàn)為,普法流于形式、被動(dòng)普法及普法中"供體"與"受體"缺乏互動(dòng)。面對(duì)已然拉開帷幕的"七五"法治宣傳,應(yīng)在科學(xué)定位普法地位的基礎(chǔ)上,通過(guò)科學(xué)立法、嚴(yán)格執(zhí)法和公正司法著力改善普法之"體",以嚴(yán)格落實(shí)普法責(zé)任制、破除普法形式主義、加大對(duì)重點(diǎn)對(duì)象的普法力度以及推動(dòng)"互聯(lián)網(wǎng)+法治宣傳"行動(dòng)等方式優(yōu)化普法之"道",通過(guò)普法之"體"的改善和普法之"道"的優(yōu)化推動(dòng)普法的良善發(fā)展。
[Abstract]:In the 30 years from 1986 to now, under the general principle of "changing with the times and governing with the events", the popularizing activities have gradually deepened and become the norm, but there is still the dilemma of the deficiency of the "body" of popularizing the law and the weakness of the "Tao" of popularizing the law.The deficiency of the "body" of law popularization is that the lack of democratic legislation leads to the lack of public opinion basis of the law, the fatal deconstruction of judicial injustice to the popularization of law and the serious damage to the image of the law by the law-enforcing person who does not abide by the law.The "Tao" of popularizing law is weak in that the popularization of law is mere formalism, and there is no interaction between "donor" and "acceptor" in passive popularization of law and popularization of law.In the face of the publicity of the seventh five-year plan on the rule of law, we should, on the basis of scientifically positioning the status of law popularization, make efforts to improve the "body" of law popularization through scientific legislation, strict law enforcement and fair administration of justice, in order to strictly implement the responsibility system for law popularization.To break down the formalism of popularizing the law,We should strengthen the efforts to popularize the law of the key objects and promote the action of "Internet publicity of the rule of law" to optimize the "Tao" of popularizing the law, and to promote the good and good development of the popularization of law through the improvement of the "body" of the popularization of law and the optimization of the "Tao" of popularizing the law.
